Virginia governor vetoes bill to legalise skill games
Virginia Governor Abigail Spanberger has vetoed Senate Bill 661, legislation intended to authorise electronic skill gaming machines across the state. She argued that the bill would place additional pressure on an already disjointed system and expand the number of machines without establishing a robust regulatory framework.
The governor cited findings from the Virginia Alcoholic Beverage Control Authority (ABC) gathered during the period when skill games were legally permitted between 2020 and 2021. She noted that this data demonstrates a disproportionate density of machines in communities with higher poverty rates, larger minority populations, and lower levels of educational attainment.
